TORRINGTON MEN'S DARTS LEAGUES

RULES & REGULATIONS.

 

Any rule changes will be shown with a line through the rule to be amended, like this, 10 players, and will be rewritten in red, like this, 12 players.

1.         Title And Objectives.    Torrington and District men's darts league as titled shall operate each winter season a darts league and knockout cup programme, and such subsidiary events and competitions as may be arranged on Friday nights commencing no later than 8pm and on other days and timed officially notified.

2.         Cups And Trophies.    Perpetual cups will be awarded in a singles league, doubles league, league pairs and singles knockout, Ken Parsley seven-a-side singles knockout, Heywood/Tomalin team knockout, and Challenge Shield competition. Non-Returnable trophies for winners and runners up will be awarded in the following numbers:- Singles League- 8, Doubles League-8, Ken Parsley-8, Challenge Shield-8, Charity Cup competitions ( Singles, Pairs, Threes and Sixes ) & League competitions ( Singles & Pairs ). Perpetual cups will be kept on the licensed premises of the winners and runners up. Landlords and stewards are responsible for their safe return in a clean and good condition to the league secretary on request, or 14 days before the finals night. A fine of £5.00 will be awarded for each unclean trophy returned.

3.          Methods Of Play.    Six singles 501 best of three legs, 1point per game. Three pairs 501 best of three legs, 1point per game. Flying start, double finish, no bust rules, bull as double 25.( As from September 2006, all league singles and pairs names will be drawn out, not written on sheet by choice of captain as before. If a player who has been drawn out is not present 10 minutes after the start time,( 8pm.) or after the preceding game, it is left to the discretion of the opposing team captain as to claim the point / points, or to play the missing game/games later that night ).Ken Parsley cup = 7singles each of 301, best of three legs with "double" start and finish, mugs away for second leg of Ken Parsley games, all names to be drawn before outset. Heywood/Tomalin Cup = team game of 6 players, 1001 701, best of three legs. Both players to throw for bull at start of the match. The winner of the bull to throw first for the leg, the loser of this bull to throw first in the second leg, irrespective of the result of the first leg. Should the match go to leg-apiece both players are to throw for the bull again. In the pairs and other multi-player competitions a different player throws for the bull for the deciding leg but follow-on rules apply when this leg starts. Any cancelled game should be played within 14 days of the match date, except with the committee's permission. In competition, if a player is not present at the start of the game, he may not play until the start of the next leg.

4.            Score Sheets And Results.    Score sheets containing full results and names of players participating and signed by both captains shall reach the fixture secretary by no later than 2 o' clock, Sunday afternoon following the match date, all should be correctly completed, clear and concise. Failure to do so could result in a fine , as in rule 17. If a player does not turn up or complete his game, the sheet should be left blank and the points awarded to the opposing side. No false names or entries should be made. Any teams who enter an illegal player shall lose any points won by this player, and their points shall be awarded to their opponents.

5.             Playing Conditions.   For all matches a satisfactory board shall be provided, well illuminated for the required throw of not less than 7' 91/4", and the bull to be 5' 8" from the floor. A vertical marker board shall be fixed adjacent and on the same wall as the dartboard, and fair play shall prevail. A new dartboard must be provided at the start of each season, a fine of £5.00 for not meeting this request. All players must turn off mobile phones when marking every game as they could interfere with play.

6.             Fulfilling Matches.    All matches shall be played on the fixture date, unless rearranged by mutual consent of the teams concerned through special circumstances, with the fixture secretary informed with a minimum of 24 hours notice. Requests for postponements or rearrangement shall not be granted to accommodate players wishing to play in any other darts fixture not organised by the Torrington and District Men's Darts League. It is the captains responsibility to ensure a team is present to complete the game. If there is no reasonable excuse, rule 17 will apply. Any team failing to fulfil a fixture without prior notice to it's opponent will be fined; this fine will go to the landlord or steward of the home premises. All games to start at 8pm and no game should be played with less than 5 players. All teams will belong to the venue for whom they normally play and not the players. Change of venue will not be allowed for any reason except- should a house have it's license withdrawn or if a landlord or steward notifies the committee in writing that they no longer wish to run a team.

7.                Disputes.    In the event of any disputes over rearrangements, no fulfilment of fixtures, playing conditions, etc, protests must be registered with the league secretary in writing within 72 hours accompanied by a deposit of £5.00, to be returned if the complaint is deemed reasonable. Notice of protest must be within the same time be communicated to all parties involved. Disputes will be adjudicated by the league committee, whose findings shall be final.

8.                  Withdrawal.    Should a team drop out or be expelled by the league during the season, all league results associated with that team shall be void. All pending knockout commitments shall be undertaken by their opponents of the previous round, or in the case of round one pairings, by walkover.

9.                   Entry Fees.    The entry fee for the subsequent season will be set at the AGM, along with the entry fees for the Charity and League competitions.

10.                  Registration.    Up to 12 players of the age of 16 & over, may sign on for a team and a minimum of 6 players must be signed on for the first league game. Further signings up to the maximum figure shall be indicated on the result sheet of their first game. Players must have played in two league matches before the first Ken Parsley Cup match is played in order to play in the Ken Parsley Cup for that season. Players must have played in two league matches, and be signed on the entry sheet, in order to play in the league and charity singles. If a house has more than one team the landlord or nominated steward may play in either team. This rule applies to the landlord and the steward, and to no other nominee.

11.                    Transfers.    Registration transfers shall be allowed, at the committee's discretion, up to the 1st February. Transfers between teams from the same licensed premises shall not be allowed.

12.                    Constitution.    All applications for the membership to the darts league will be considered at the AGM. The league will be made up of teams accepted for membership at the AGM. All teams must be based at licensed premises in Torrington and District. A house can have more than 2 competing teams.

13.                      Administration.    The league shall have a President, Chairman, Secretary, Treasurer, Two executive committee members and landlords, club steward or their nominee, which will form a committee and also act as voting delegates for their teams. The AGM will be held annually, shortly after finals night, to determine all annual general business of the league.

14.                     League Entry Procedure.    Nominations for the league entry in writing accompanied by the entry fee should be received by the fixture secretary no later than 14 days prior to the AGM.

15.                      Rule Changes.     Rule changes shall only be made by majority vote at the AGM. Proposals for such changes shall be declared out of order unless presented in writing to the fixture secretary no later than 14 days prior to the AGM.

16.                       Discretion.    Any point not covered by these rules must be left to the discretion of the committee, whose decision will be final.

17.                        Fines.    All fines imposed by the committee will be £5.00, doubling to £10.00 if not paid within 14 days. Failure to pay a fine could result in a team's disqualification from the league.

18.                       League Rules.     A copy of the league rules must be displayed in all houses competing in the league.
